Exception Implementation Standards based on Prohibition of Live-Line Work
Standard procedure under permanent policy
S-TEKT Corporation prohibits live-line work in principle. When it must be carried out, follow the exception implementation standards below under management approval. For the notice, see [Notice] Principle: Prohibition of Live-Line Work (Permanent Policy).
1. Purpose
Live-line work in electrical construction is a high-risk activity that can lead to serious accidents. This procedure aims to standardize conditions, approval flow, and the role of management when carrying out such work as an exception under prohibition of live-line work, to prioritize the safety of workers, and to protect equipment and meet customer trust.
2. Principle (Prohibition of live-line work)
S-TEKT Corporation prohibits live-line work in principle as part of strengthening the Safety and Quality System.
Worker safety takes priority over any efficiency or schedule. We also fulfill our responsibility to protect equipment in our care and to meet customer trust. This notice is implemented under management responsibility and cannot be waived by site-level judgment alone.
3. Exception Conditions (Under Management Approval)
When live-line work is deemed unavoidable, the following conditions must be all satisfied.

| 3 | Submission of detailed work procedure and safety meeting |
| 4 | Ensuring required insulating PPE, training, and supervision |
| 5 | Assignment of a watcher during work |
Any live-line work without approval is prohibited.
4. Approval Flow
Determine that live-line work is necessary

Prepare and present reasonable justification that power shutdown is impossible

Apply to management or safety oversight
↓
Obtain prior approval
↓
Submit detailed work procedure and hold safety meeting
↓
Ensure insulating PPE, training, supervision, and watcher
↓
Carry out work (work without approval is prohibited)
5. Role and Responsibilities of Management
S-TEKT Corporation guarantees the following:
- Promotion of work plans that allow power shutdown
- Elimination of unreasonable schedule or work pressure
- Adequate provision of safety equipment and tools
- Protection of equipment in our care and ensuring quality and safety that meet customer trust
- Regular safety training and risk assessment
- Respect and protection of workers’ right to refuse unsafe work
Refusal or judgment based on safety shall not result in any disadvantage.
