Step-Ladder Carrying and Handling (Standard Procedure)

Standard procedure for step-ladder carrying and handling from the perspective of preventing contact, damage and accidents. For the notice, see notice page.
Purpose
To prevent accidents and damage to fixtures and finishes from contact, tipping or falling during step-ladder carrying and placement. To clarify when solo carry vs two-person carry is allowed so everyone acts to the same standard.
Basic Principle (3 points)
- In principle, hold in front with both hands.
- Solo carry is permitted only when conditions are met; otherwise two-person carry is mandatory.
- Prioritize safety confirmation and carry only after an environment free of contact, damage and accidents is in place.
As a guideline, step-ladders of 6 shaku (approx. 1,800 mm) or more in height are assumed to be carried by two persons. After confirming site conditions, use two-person carry for shorter heights when necessary.
Conditions for Solo Carry
Solo carry of a step-ladder is permitted only when all of the following are satisfied:
- Passage and route are clear of obstacles and have adequate width
- No contact risk with other companies’ workers or materials; surrounding safety confirmed
- Step-ladder can be held in front with both hands and carried stably
Two-Person Carry Rules
When the above conditions are not met, always carry with two persons.
Roles: Front and rear persons hold the step-ladder stably. Front person confirms direction, steps and obstacles; rear person supports with verbal communication.
Verbal examples: "Step ahead," "Turning," "Stopping," "Setting down," etc. Call out to each other before each action.
High-Risk Site Principle
On sites that fall under the following, two-person carry is mandatory in principle. Bring in and set up only after protection is complete and the person in charge has confirmed.
- Premium interior (glass, marble, tile, etc.)
- Display fixtures or precision equipment in close proximity
- Narrow passage or many steps/obstacles
Person in Charge Check (Before Bring-In)
Before step-ladder bring-in and placement, the person in charge shall confirm:
- Day’s site conditions (passage width, obstacles, other companies’ traffic) are understood
- Whether solo carry is possible or two-person carry is required has been judged and communicated to workers
- For high-risk sites: protection completed and two-person carry are in place
When Working on a Step-Ladder (Step-Ladder Bag Recommended)
When working on a step-ladder, use of a step-ladder bag is recommended. Storing tools and materials in the bag and attaching it to the ladder helps prevent drops and improves efficiency.
Solo OK / Two-Person Carry Decision Flow
Before starting carry → Confirm passage, route and surrounding safety
↓ All OK → Solo carry allowed (carry with front hold, both hands)
↓ Narrow passage / obstacles / contact risk with others → Two-person carry (roles and verbal communication)
High-risk site (premium interior, fixture dense, etc.) → After protection complete, two-person carry, person in charge confirmation
