To all customers and partner companies
We hereby declare that we prioritize safety and quality.
S-TEKT hereby declares a clear shift to a system that prioritizes safety and quality.
We will make the strengthening of organizational structure—the foundation of our technical capability—our top priority, not only the improvement of technical capability itself.
Why now
We have worked to improve capabilities such as technology, speed, and coordination.
However, capability alone does not create trust.
Trust is built only on an unshakable foundation.
Changes in the social environment, increasing complexity of site conditions, and higher levels of responsibility.
We have concluded that now is the time to redefine our organizational foundation and strengthen the structure itself.
This declaration is not a one-time improvement but a statement of intent for continuous organizational evolution.
Foundation philosophy — Without a strong foundation, it falls
Neither advanced technology nor strong applied capability can remain stable
without a solid foundation of safety and quality awareness.
We view craft capability as "structure."
- Foundation — Safety awareness, quality awareness, verification capability, sense of responsibility
- Middle layer — Knowledge, planning
- Upper layer — Technology, speed, experience
- Top layer — Specialized skills, applied capability, coordination
We will not pursue only the upper layers without strengthening the foundation.
True added value is delivered only on a stable structure.
Redefining the role of managers
The top priority of managers is
to prevent accidents and defects before they occur.
Managers are not merely those who complete work.
They are responsible for safety and quality.
We will carry out the following without compromise:
- Thorough pre-work verification
- KY implementation suited to site conditions
- Strict adherence to protection standards
- Clear responsibility for final verification
- Corrective judgment on unreasonable schedules
We prioritize "protecting to the end" over "getting it done."
Establishing management responsibility
Management will clarify its responsibility for safety and quality and establish a structure to fulfill that responsibility.
Safety and quality cannot be assured by the site alone.
Management's responsibility is "to create an environment where the site can make accurate decisions."
Specifically:
- Centralized management of drawings and documents (clear master copies)
- Sharing of risk information in advance
- Advance verification of process validity
- Mechanisms to prevent insufficient preparation
Management will eliminate inconsistent information, insufficient preparation, and lack of decision-making materials, and support the foundation across the entire organization.
We will not leave safety and quality to the site alone.
Management will take responsibility and continue to support the organization.
Execution items and commitment
A declaration is not fulfilled by words alone.
We clarify the following as execution items:
- Standardization of pre-work verification processes across all sites
- Recording of KY implementation and thorough improvement reviews
- Strengthening of protection and final verification check systems
- Establishment of master document management rules
- Introduction of advance approval for process validity
- Regular safety and quality reviews
We assume continuous improvement and will not stop reviewing.
